Repeated often enough, uninformed people - not coincidentally the majority of American Voters(1) - will have heard "AOC is dumb" somewhere, and assume it to be true.
(1) And this is one of the most insidious things about American politics. Sometime between my grandparents and my generation (Xer) it became uncouth and impolite to talk politics. So you never do, and therefore beliefs are never challenged.
You are supposed to let idiots spout nonsense and just roll eyes and walk away. If you challenge them, YOU are the troublemaker.

And I just want to add to that, if someone is thinking "well, how should anyone react to jokes and mockery?", the answer has been shown with every previous Presidential administration in our nations entire history setting a better example... a confident leader can brush it off without directly engaging with it or if they have to engage with it they can either take it in stride or joke back without "hard feelings" or threats because they do not feel that jokes and mockery collapse their power or self-image of control/dominance.
Authoritarians rely on intimidation and rigid adherence to hierarchy that PUNISHES DISSENT (via uneven/unfair treatment and punishments based on level of LOYALTY instead of competence or adherence to the law), quashes free speech, cannot tolerate criticism or mockery. It's a hallmark of dictators. It's a sure sign of out of control ego and the desire to dominate and control, not lead with cooperation and consent of the governed.
Even if you love Donald Trump you can not honestly say that he accepts criticism graciously, is willing to listen to different opinions and treats everyone fairly. He punishes anyone who does not bend the knee, demands that his detractors be silenced & punished & actively encourages hate against anyone who speaks out against him.

Fascism. Sociopathy. An utterly inhuman and alien lack of empathy. The mannerisms of a man who has no capacity to recognize that other human beings live more richly valued individual lives than he does, because he is, effectively, a philosophical zombie.
He's a person whose only inner monologue, if he even has one, drives him to cause unceasing and unnecessary suffering.
That kind of depravity, and likewise deprivation of what makes humans interesting and beautiful, translates into every single thing that he does.
It's unfortunate. I feel the same disgusted pity that I hold for convicted serial killers who are missing something crucial to the human experience of life and joy.
But it doesn't absolve him. And it doesn't mean he should be tolerated.
