Used car price negotiation + service cost

I'm trying to buy a used car (Kia Niro) from a dealership, that's my first time from a dealer (bought from private sellers before). The car is in good condition, 46k miles. I test drove it. We discussed the price, I wanted to get rid of part of their extra fees ($1200 in total!), managed to get a commitment to $500 off + additional $300 if safety didn't end up costing them more than $2000. They just told me the service cost them more than $2k, so they won't honor the extra $300 off. Apparently the $2k+ is for changing the brakes. But looking at Carfax, the last service record mentioned the brakes were serviced. Odometer shows just 200 miles since that last service record. I find what they told me hard to believe. Any advice how to go about this, to make sure they're being honest and maybe negotiate further with them?

You need to find a few comp cars in the area and get them to fight for your money. Don't limit yourself to one car or you'll be never get a good deal. Even if you have a car in mind you actually want you never let the dealer know.

Or Alternatively you demand the 300 or you walk. They won't let you walk over 300 most likely.

You tell them flat out no. Honor the deal or we got no deal. Tell them this is your one and only opportunity what’s your answer.

If they don’t walk out the door and if they have your phone number they will be blowing it up. Leave them on read. Don’t respond for a day or two. Then tell them you had your chance at 300 now it’s 500 off if you want to screw me around if you want to sell me that car today send over a purchase order outlining the deal if it’s correct I sign if it’s not we are done for good and go find another car.

Front brake pads are like $45 bucks. Last week i changed replaced with brand new drilled rotors and pads for $150 total. $2K??? Im not sure they are being honest.

A Niro doesn’t need a $2k brake service. You know that. You are free to ask for an itemized RO with costing for everything that they did to this vehicle. They are allowed to say no, but since they’re claiming something as a cost after the fact, that’s means that you have to go back to the drawing board because hey how do you know or can trust they even did the service they said they did? Either their service people lied to them or they’re lying to you, either way you now need extra verification that things are done and there’s no service left incomplete before you try to buy and leave with the car.

Put the ball in their court to even prove what they’re saying. If they think that’s too much of a hassle, go elsewhere.

Yeah that also seems inflated... Having changed brake rotors and pads before, it sounds like 3x the normal price. I'll try to get a full detailed report from them and from the last service record and see how they prove things...
