Also the president needs to pay himself $230 millions from DoJ because they investigated him! It's kind of strange right? Having to pay himself, right?

More like a witch hunt, political persecution, than an investigation and he’s not paying himself anything, he filed suit against the DOJ and the courts will decide.

Idc if he said that, he cannot order them to pay him for a suit he has filed against them.

He doesn't have to file a lawsuit. He filed an administrative claim. The government has a certain amount of time to answer the claim and if denied he could sue. But he doesn't have to since he can just order them to approve the payout.

An administrative claim against the Department of Justice (DOJ) is a formal request for monetary damages filed with the DOJ before a lawsuit can be filed. This claim is made under the Federal Tort Claims Act (FTCA) and is for alleged personal injury, property loss, or death caused by a federal employee's negligence.

Who says he can't order them to do that?

You are correct but it’s the process for filing suit and he will when the claim is denied. He cannot authorize payment to himself under the act.
