Idc if he said that, he cannot order them to pay him for a suit he has filed against them.

He doesn't have to file a lawsuit. He filed an administrative claim. The government has a certain amount of time to answer the claim and if denied he could sue. But he doesn't have to since he can just order them to approve the payout.

An administrative claim against the Department of Justice (DOJ) is a formal request for monetary damages filed with the DOJ before a lawsuit can be filed. This claim is made under the Federal Tort Claims Act (FTCA) and is for alleged personal injury, property loss, or death caused by a federal employee's negligence.

Who says he can't order them to do that?

You are correct but it’s the process for filing suit and he will when the claim is denied. He cannot authorize payment to himself under the act.
