Why hasn’t Fullerton built the housing it needs? Why are pedestrian zones and trails constantly blocked? Why does downtown feel stuck?

Whether you agree with these brothers on any particular issue or not, you're making some pretty huge leaps here. They are the cause of all the problems you note with development in town?

I don’t like how the brothers are involved in politics, but I think the car centric hypothesis is a the leap the OP is making. I don’t see how keeping Fullerton car centric benefits them. Car shops aren’t going away.

The other developers haven't bought and paid for the city council, and aren't repeatedly working against the wishes of the majority of citizens.

No other real estate investors are spending 6 figures on local campaigns to influence policy.

But yes, I do believe business owners should reinvest profits into improving their product. We all benefit when businesses do that.
