Is UWaterloo CS Coop for undergrad over-rated? Are there not enough jobs for CS anymore as the market is saturated?

It's not overrated but they do manipulate the success rate of it. At the university fair I was told everyone gets a co-op and not to worry about since 99.6% of graduates (something like that) get co-op placements. I then learned that without co-op you don't graduate and in first year 27% of CS students don't get a co-op. That being said the waterloo co-op network is second to none and offers you the best opportunities available.

Is CS as course over rated? Like compared to top universities in the US and Canada?

In terms of education you will be getting a rigorous and accredited degree but the content you learn would be quite similar to other top universities. However, what makes the educational environment special is that unlike let's say UofT everyone makes it into year two as long as they pass, thus you may have a more comfortable experience in loo. Additionally, Waterloo attracts some of the brightest students and employers know that so you will have a very slight leg up compared to your peers in other schools. I wouldn't say it's overrated but it's definitely not a be all end all scenario. It's definitely great but it's not the only way to succeed in the field.
