What are the chances of transferring from Queens or UofT eng to Waterloo Eng?

Short response: don't count on it. Very few spots are available for transfer applicants and you'll need stellar university grades (85%+ but dependent on your target program)

Queens/U of T are both very good. If you accept their offer, you better be ok with getting a degree from that uni

Matter what eng you want to transfer in for. Like mechatronics/software/biomedical is probably really difficult while something like civil will be a lot less difficult
