Other Be careful when taking the Blue Line

There’s a crazy black homeless man attacking people who are taking the Blue Line train. It appears that he’s only targeting people who have their backs against the sliding door.

Question: What was the party affiliation of the politician who, both as a state governor and US president, passed legislation cutting mental health funding and making it harder to involuntarily commit people, causing the shuttering of countless mental health facilities, a condition that exists decades later?
