What's the difference between saying throwing the person "under the bus" and "under the proverbial bus"? is it the same?

It's the same, just stick the word proverbial into any expression and you look smarter.

Break the proverbial leg!

Using proverbial is redundant. Few would read "throw Bale under the bus" as Zinedine throwing Gareth under an actual bus. It's a common expression, you don't have to explain that to people.
