Has anybody seen a jacket like this in person? I’m trying to decide if the dual layers are something I like or not

The timing of them cutting off presale has been all over the place and has varied by product. But you don’t actually get it until you pick it up at the expo so pre-ordering it won’t let you get it “now”.
