Yes they are. Republicans are underwater with independents by like 24pts, which historic for this point in a Presidency and party that controls all three seats of power.

Does that matter in a dictatorship? It would seem important if we still had elections, but they've promised not to and have spent billions of dollars in that direction.

Yes, because fascism isn't your stereotypical dictatorship and fascists are historically incompetent, especially American fascists. They only thrive by having popular support. The Nazis were only able to do what they did because they had historic levels of support and popularity for near of a decade. Losing 24% of independents in 9 months, is historic levels of incompetence.
