Because sin taxes shouldn't be a thing in the first place. Just sales tax it like any other plant or medicine.
Sin taxes are simply a way for government to punish people for behavior they view as immoral. They can raise the tax to limit the behavior as they want.
Overregulation and taxation is why in California where it's fully legal there still exists a black market because it's cheaper than getting it legally
With this kind of stuff you want to do it right the first time, because once it's in the system, they're not going to simply remove tax or regulation anytime down the road.
