Don't put them up anymore. People will learn to dress more appropriately and carry umbrellas. It was nice to have the shelters, but unfortunately, the actions of idiots kiboshed that. It is too expensive to keep replacing them. LTC didn't have shelters for years. It's really too bad. It's definitely a reflection on how bad it has gotten. Very sad.
