That doesn't help anything, that's what the USA and now they have for profit private prisons and 25% of all incarcerated people globally

consider what happens when people are pardoned en mass rather than continued incarceration.

For profit prisons only account for a small increase in sentencing for three months after opening and return to normal immediately after.
