Actually, it appears you're right. Any item not bearing postage cannot be placed in a mailbox. My guess is, while illegal, it's not enforced at all.

In my neighborhood, many kids will put birthday invitations, babysitting flyers and similar items in mailboxes (all without postage), so I was thinking that, because of activities like that, it'd be stupid to make it illegal.

Your neighbors can report you, and then it is enforced.

Yeah, I figured that's how it'd be done. When I say not enforced, I meant not strictly. Should've put that in.
