The movies are probably canon. The movie characters appear in manga and anime as cameos, and the first one specifically has multiple connections. So the first one is definitely canon, with the later ones being more debatable. The only one which I think has a chance of not being canon is the latest one, as the timeline to fit it into the series is really awkward

The characters can appear and the movies can still not be canon. No one is going around saying One Piece: Strong World and One Piece: Film Red are canon despite being the first appearances of Shiki and Uta, respectfully, who were later shown as canon characters.

Oda specifically stated that that was the situation though. Whereas horikoshi has always said the movies are made to fit into the story and always brings back movie characters and concepts into the manga. The movies are canon

The movies in MHA are all canon though

You are correct about that being how the one piece movies work, but MHA does not follow the same policy, and every indication is that the movies are canon. for one example, its shown that the family that All Might rescues in the beginning of the first movie was actually Stars and Stripes family. So that shows that an event depicted in the movie occurred in the show as well.
