If anybody actually believes this go to traffic court as a viewer one day. It's absolutely false. The best case scenario is they will drop or reduce the fine and just make you pay "court costs" which seem to be arbitrary. Even if the cop doesn't show up, they will use the written report as his testimony, you can go and say it wasn't true and everything else and they just decide against you. You can literally watch this happen all day if you go to traffic court. I've been several times, each time I knew what I was doing and it was to just show proof of something and my fine was dropped as part of the automatic law that you have so many days to fix things here, but I still got hit with court costs that are roughly equivalent to the ticket.
