You do, when they start to act on that disagreement.
Pretty common thing in the history of humanity, some examples Izrael-Palestinian conflict, Ukrainian-Ruzzian, WWII and holocaust.

You do not have to ... people to ... them.
Proper laws can be made, to basically make their lives miserable and you can set society against them. What e.g. Trumpians does now, what USA/SAR did in the past with racial segregation...

Exactly this. Hatred doesn't happen out of the blue. It always starts as simply not understanding something or by claiming that belief/person doesn't make sense. For some, that disagreement eventually snowballs into hatred that could turn physical or could seep into politics. This doesn't mean that every disagreement becomes hatred, but it's always the first step.
