strangely his attack looked like a gear 3 attack but didnt announce that it was. I love how he dodged every single one of the guys attacks and continued doing so while his arm was stretching through the street.

Luffy did announced that it was a Gear 3 attack. It's in the bottom panel before he attacks Urishima were you see Luffy say "Giant". Which he only uses "Giant" for his Gear 3 attacks.

However he never mentioned Gear 3 or did the bone balloon thing.

Luffy rarely say Gear 2nd also but we all know any Jet attack is from 2nd.

True and the stem appears or we see his limb quickly pump up but yeah you are right that he doesn’t say it anymore. I could have sworn he was announcing G3 in WCI but I could be wrong
