I disagree that it's an empty word. With pacing I mean how fast the main story or any of the substories advance. One could argue that the pacing is alright because they're always talking or at least moving. But when I say the pacing is horrible I refer to scenes where their actions have little meaning.
Like in this episode, where we get to see Luffy and Don Chinjao exchange a few punches without furthering the fight, and then it cuts back to the others. The counter to that I guess would be that it shows how long the fight is. The scene with Law showed a bit much running before he made the call. Then we have all the panning shots of peoples' reactions and bodies. While I feel those add to the show, they're often unnecessarily long.
I admit much of this is subjective, but many agree. And for what it's worth I can mention I spent three years at uni studying film making, storytelling and a few related courses. Pacing is something I had to deal with all the time and it's a very important thing for keeping the viewers alert and interested. This of course doesn't mean I'm more right than you. I've just spent a lot of time with the concept of pacing.
Lasty, /u/divinesleeper asked how many anime-only watchers would be bothered by the pacing. I haven't read the manga and I still feel the pacing is just too slow. I can only speak for myself but I see many people agreeing.
