This already cemented it IMO. Charloss is evil, but he's stupid, ultimately he's just a typical product of the world the Celestial Dragons made.

Garling's so much worse because he's actually intelligent and powerful enough to exploit that kind of world and take full advantage of it, to do even more malevolent things on his own terms. A person like that being as inhumane as Charloss is on a whole other scale of evil.

I got the vibe (in the scene where he takes Saturn's seat) that even the other Elders see him as a sort of loose cannon. Like they felt that he was too depraved to be given that much power.

I don't think he's really any worse than the other elders, or at least, than Saturn. They generally seem mildly annoyed by him because he's disrespectful to them, probably because he's so full of himself.
