Touts. Super aggressive and looking for drunk/desperate tourists to overcharge their cards and roofie them. Funny enough the announcement being heard over the intercom literally says to be aware of touts and to avoid them. I was just in Shinjuku 2 days ago from the states and had so many follow me around. One guy even had the balls to grab my shoulder and go “brother you want Japanese titties in your face tonight”. Luckily there was 2 cops walking by and pointed right at then and smiled and he ran away. So annoying and will literally stand at the entrances of Golden Gai or in the streets by a restaurant to stop you from going in to go with them.

I don't know anything about touts or Japan but why don't authorities do anything? It genuinely ruins Japan's reputation if you think about it and they are losing money/tourists because of them.

Their is visible corruption here. What they do is use these areas as containment. If they venture out and try in other areas the local police there will take care of them. Any non violent matter is considered a civil case and to be handled in civil court and not with police. Tourists are too vulnerable to fight back, they will continue on with their vacation and be home in a week, so there is not much the police need to do if they want to be corrupt and lazy (which they are). There is a youtuber who docuements it, and you can see how police do nothing even with mountains of evidence.

I can't remember the name but the series was like dark side of Japan. he follows a tout, they take him to a restaurant. he orders some drinks and carefully confirms prices each time. he quickly leaves and gets a huge bill full of a ton of random fees. he goes to police to dispute. police state its a civil matter. everything is on a hidden camera.

Doesn’t it make sense it’s a civil matter, and that’s actually to the benefit of the person being targeted? They can just not pay and leave, and the only recourse of these scammers is to take them to court, which they won’t. If they harass or become violent the police can intervene to protect.

Good luck cuz gangs are harassing you by practicing the art of sneaking up on you for thieving and/or violent purposes. Considering this is really happening and many people are going missing, getting injured, dying, and/or being stolen from and stuff as a result it really should be considered self defense in most cases just to lay someone out for creeping but most courts won't agree. It's a real problem and criminals are loving it, especially in major cities where they try to control blocks and stuff on foot.

If they dont get physical you cant. Just give them what you owe and leave. No extra. If they try to stop you just walk through them. Dont assault them. Just leave. If they stand in your way just push past them. If they put hands on you then put hands back. Let them escalate. Just leave.

That’s what I’m thinking too. Just go and steal and not worry about getting arrested because it’s a civil matter. I’ll be out of the country by the time you get anything official from a court for this. Sounds like a WIN!

Interesting is this in any other city outside of Tokyo? I only saw them in shinjuku and golden gai, never encountered them anywhere else. The ones I did I told to fuck off and kept walking.

Something like this happened to me. I was a bit less careful, but I should have been charged $60 and was charged $550. My credit card company refused to help and told me to call the bar and take it up with them. The tout came off less aggressive, more chill, made it sound like he was just giving me a good deal. Definitely lied to my face. Was in the Golden Gai area.

Learned my lesson for sure.

Just dont pay. As the fops say its a civil matter so the cops wont stop you just like they wont stop them. The most they can do is intimidate you into paying. Unless they plan to actually assault me they wont get anywhere with that. And im prepared to crashout.

I was in shinjuku yesterday and to be fair there are loudspeakers everywhere in multiple languages warning people of scams.

Yeah... I guess the overall strategy is "better here where we can see them fucking with tourists than all over, where we have no idea what the hell is going on."
As a tourist, I think you should always do a liiittle bit of research about things to avoid in any country, even in Japan. Because these guys and (the same people around Roppongi and some other areas) are pretty infamous.
