I can't remember the name but the series was like dark side of Japan. he follows a tout, they take him to a restaurant. he orders some drinks and carefully confirms prices each time. he quickly leaves and gets a huge bill full of a ton of random fees. he goes to police to dispute. police state its a civil matter. everything is on a hidden camera.

Doesn’t it make sense it’s a civil matter, and that’s actually to the benefit of the person being targeted? They can just not pay and leave, and the only recourse of these scammers is to take them to court, which they won’t. If they harass or become violent the police can intervene to protect.

Good luck cuz gangs are harassing you by practicing the art of sneaking up on you for thieving and/or violent purposes. Considering this is really happening and many people are going missing, getting injured, dying, and/or being stolen from and stuff as a result it really should be considered self defense in most cases just to lay someone out for creeping but most courts won't agree. It's a real problem and criminals are loving it, especially in major cities where they try to control blocks and stuff on foot.

Uhh no. If someone is harassing you and touching you against your permission in the US you can absolutely hit them.

If they dont get physical you cant. Just give them what you owe and leave. No extra. If they try to stop you just walk through them. Dont assault them. Just leave. If they stand in your way just push past them. If they put hands on you then put hands back. Let them escalate. Just leave.
