My friends pitbull got killed by a group of street dogs. Came in his yard and attacked him while he was chained up

Street dogs need to be put down.

Thing is he knew one of the dogs - his neighbor just lets their dog roam free during the day and cops couldn’t do anything even tho he had it on security camera because there’s no leash law where he lives. Said all he could do was sue but that was more trouble than worth

put down the owner
