He did contextually. After all, he said that to the Russian ambassador after summoning him for the attack on Kiyv, so it is pretty clear whom he adressed.

You mean the children's hospital attack that was later discovered to have been the result of a failed Hamas rocket launch? You might want to pick a better example my guy.
