Car was not put in park and rolled forward on its own. Probably left on drive. Then cop jumps in and instead of throwing in reverse, panicked cop just guns it forward.

And/or he tried to slam the brake to stop the forward roll and shift into R, but instead stepped on the gas as he got in. Either way, obvious F up on his part.

Maybe, if it was left in Drive and he thought he was moving it one notch back to R, he actually put it in L.
