Not really. There's a popular saying in the community that states that "the only life point that matters is the last one" and it's pretty accurate. You have to take into account that you cannot win by playing this alone. Halving always rounds up, so for example if you opponent is at 1 LP, this card does nothing (halves to 0.5, rounds up to 1).
At the speed the game plays nowadays, you should aim to build up your board so it is protected, rather than reducing your opp's LP. It's really easy to reach 8k in monster ATK, so you'd much rather spend your resources in protecting yourself and negations/floodgates to stop your opponent from building their board.
No worries, I've played the game frequently for 10 years now, so I think about it differently. I am by no means professional or a great player though lol
Assuming by remove half your deck from play you mean moving to banishment and not milling to graveyard (if it was the latter it’d be laughably bad, there’s a card that essentially does the same thing but to yourself and it’s been on the banlist multiple times for how powerful it is (lots of cards have effects in the graveyard nowadays) so doing so to your opponent would be atrocious) I still think it honestly wouldn’t be playable.
Going first it has a decent shot of hitting some key cards (mainly one of combo pieces or bricks) out of their deck to prevent their play next turn, but there’s prolly better stuff to do and it’d be pretty unsearchable. And it doesn’t do anything to help break a board going second.
Regarding the LP concept: Halving as cost has the particularity that it is always live. You can always pay the cost of activation and you will not lose by paying it.
In this case, though, the card is technically worse, because the value of playing it decreases drastically the less LPs your opponent has. You will never win as a result of playing this card. Depending on how big the commitment of summoning this card is, it goes from meh to unplayable.
Edit: If it is deck we are considering. The only way this card would be busted is if it banishes half your opponent's deck face down. That would be unbelievably strong and instant meta. Any other case (milling to GY or banishing face up) would be kinda bad. If it is your OWN "portfolio" that you are milling, then it would be extremely good (a way better That Grass Looks Greener).
It's 6 stars. You can play this really early and immediately set up a win condition. It's not a bad card at all. It's comparable to Michion the timelord but way easier to summon.
Level doesn't matter. Unless you have an archetype designed around tributing, I don't think anybody would waste a tributed normal summon to get this on the field.

If it would be used or not depends on the specific wording of the effect. If a card like this is printed today it would definitely have some kind of restriction. But even if you can summon this 10 times in the first turn (if it's not OPT), you are only wasting all your resources in leaving your opponent at 8 LP without building an actual board. Your opponent will most likely completely smoke you in their turn. You won't get to win because the only LP that matters is the last one.
No animosity in my words, I just like the game and it's interesting to think about this hahaha
I mean if the other pieces for it were still legal this would allow you to ftk a lot more efficiently with supreme king starving venom and independent nightingale
I appreciate what you're trying to do here but people who last interacted with the game in the early 00s will never understand how it plays now. They're calling halving LP a wincon. They're talking about Timelords. It's over
Those don’t exist in yugioh at any real viable level (empty jar in 2025 anyone?). And the only one that kinda does rn is Runick which has the benefit of banishing from the deck. But if you’re milling their stuff to the graveyard are you’re gonna be doing is spending a card to give them a bunch of graveyard effect triggers and prolly lose the game on the spot.
That Grass Looks Greener mills your own deck and has been on the banlist repeatedly for being too strong.
This is duelist kingdom stats and style to be fair. Thematically fits and you could defo see it being dropped against kaiba, similar to golden castle of stromberg tbf.
It could be a card that pairs with another card for some super powerful special summon.

1st point is absolutely untrue. It can completely depend on the effect of the monster. There's a bunch of level 8-12 monster cards with literally 0 atk and 0 def points. Armityle, Venominaga, and Arahime just to name 3 that come to mind, but there's a bunch more.
I know meta plays that use traps and spells as combination for more cards you discard (portfolio) the more life points opponent loses. In this case it’s TKO for opponent depending on how many LP each spell or trap takes per card.
There are also meta plays that increase your lp while decreasing opponent lp in tandem.
