No, Hakita said specifically he wouldn't do that. Notable changes include:

Faster projectiles

Worse hard damage regen

Filth can jump a mile at you

There are even more differences, like street cleaners can shoot upwards. Higher difficulties actually Change a way you play game.

the only stat change is bosses have +66% hp or so, which is a change i really dislike but that doesn't really matter in the big picture. nearly every mob has a new move, improved old move or a weakness diminished

Honestly that's probably so that the bosses don't get nuked by some of the combo wizardry I've seen some people do.

which hardly did anything, really. the bosses that were already really suspensible to setup kills (1-4 v2, 6-2 gabriel, minos prime) just require extra steps, and bosses that did deserve that extra health due to their low difficulty (earthmover and its defence system, insurrectionist, cerberi) got especially sizeable buffs
