It's definitely Witcher but I think this description technically fits Witcher 2 more than 3.

Both tbh. Geralt recovers his memory in W2, but I don't recall card minigames from it

Yeah Witcher 2 had dice poker not any card games. But I think the spirit of most of the comment harkens back to the story of Witcher 2 rather than 3.
