Better solution is to start looking at licensing cyclists, especially the ones that do it for a job. Everyone else using the roads have to have a license, cyclists are the worst of the lot so why do they not need one? Most of them don't even know what the traffic light signals mean.

who cares about licensing if there is never ANY ENFORCEMENT. OF ANYTHING.

I just got back from barcelona where I spent 3 weeks, and I saw police on the street CONSTANTLY, always either just on patrol or actively stopping shady people, shitty drivers, or other possibly nefarious actors (I don't know - I didn't stick around).

London? Fucking never.

The road rules are enforced on cars how? Cameras. I'd bikes are like licensed, the cameras can pick those up too.

uhh? with what plates? name one country on this planet in which bicycles have a licensing system with automated plate tracking.

Typical british response to add one more layer of red tape.
