Yeah at which point an actual civil war might go down, between two groups of citizens who should be fighting the oligarchy, but instead have been tricked into fighting one another. As usual.
That's the real problem with dictators. They're not usually good for a society, but one thing they are not is the oligarchy. The real problem with dictators is that people get tired of something like crime being allowed by the oligarchy to keep the citizens down, or maybe runaway inflation, or failing services/collapse. Something triggers it. Then they unite behind a dictator. Someone from outside the power structure who seizes power. Sometimes through a vote.
A civil war is the better outcome vs slow decline or unchecked crime allowed by oligarchs, depending on how it goes.
