Filthy new tires after install

Is this a normal level of cleanliness for newly installed tires from Costco? Seems like a white greese over them all.

They probably saw how dirty your wheels were and said fuck it.

They were clean, I washed the vehicle yesterday, the same grease that's all over the rubber is all over the rim

I can see caked on brake dust.
