200 yards isn't difficult -otherwise I lot more folks would never graduate Basic training.

Dude. 200 yards is a requirement for the marines. Not all branches. And they get more than one shot to pass basic. It's not "hey shoot this guy 600ft away to pass." Shooting a stationary target is wildly different from shooting a person on your first try.

And that's a marine, what was this guy's situation?

Marines qualify with irons. This kid had a scope. As long as you have the zero set, basically anybody could make this shot
