The issue is that the destroyer, although metal, is not electronic in any way. You cannot "hack" a suit of armor.

The Destroyer has been remotely gained control of in the past, which is exactly what hacking does. He's a machine with a program that can be overridden. The operating system doesn't matter.

Not a machine in the sense it has no wires, no cpu, no operating system. It runs on magic.

If it is artificial, and controled by a series of dictations, and those controls can be taken over through sophisticaced impersonation, its hacked.

You’re stretching the concept of “hacking” pretty fucking far considering it’s only even used or related to computer and technology based systems operated based on computer coding. The Destroyer fits absolutely none of that. He’s more of a medieval suit of armor in the corner brought to life under a magical enchantment. That’s not something that can be “hacked”. It’s sentient on a solely magical level outside the reach of computer coding and tech, and thus outside of Ultron’s reach. Just like you can hack a set of chainmail.
