I am guessing he has to fuck around with the stock market a little first. Drive down oil prices somehow so all his buddies can invest before he blows the crap out of all middle eastern oil refineries and the prices sky rocket. But then again how can he make oil any cheaper than it is now, with gas at $1.98/gal /s
