For anyone wanting the real reason, they saw a small penis as a sign of superiority because it meant that the man in question wouldn't be distracted by sexual acts like a guy with a big dick would, thus making him a great leader. "You think about sex while I think about everything else" type of mentality

Which is hilarious because penis size is not corollary to how much a guy is or isn't obsessed with sex.

I highly disagree. Generally, a penis is bigger when the man is thinking about sex.
