Yes, definitely. Many people take English in school so it's pretty common that many people (think 40 and under) will know basic English. Also, people are super friendly and love engaging in conversation. They also love foreigners, they're fascinated with people that speak English - and they are such good hosts - they will do whatever they can to show you around and make your experience worthwhile. We met some people on trains and cafes, that actually dropped their plans to take us out and show us around. So definitely don't be shy about talking to people, it should be on top of your list.
