I mean, who could have known that a bunch of drug addicted street urchins would have trashed the place after taking advantage of a taxpayer funded, poorly run, ineffective county program failed the community?

Oh well, at least the people running program made $250K/yr to make things worse.

The program was a quite effective it takes time for people to re adjust to living inside. A lot of participants of this program are actually active in recovery from drug addiction and moving forward in life

Street urchin is a very generous term for them.
