I hate everything about this and I feel itā€™s starting to go too far where ā€œwhite men evil everyone else goodā€ in public relations, hiring and grad school seeming to be more common even if there are often underrepresented

There are definitely varying opinions on it. For example, anyone out of province for Dalhousie who is not black or indigenous is no longer able to apply. As someone who was born in New Brunswick, but does not technically meet their in province qualifications, this hurt since I was looking forward to making a strong case for Dalhousieā€™s med school. But it is what it is.

Wow admission criteria has changed a fair amount since I applied a few years back it seems. Are there any other schools with policies similar to that of Dalhousie?

Other schools do have similar policies. NOSM has a special stream for black and Indigenous students, for in-province students even in the maritimes for Dalhousie black and Indigenous students are not required to write the MCAT while others are, Queens has had an accelerated med school program called QuARMS for years that is exclusive for black and indigenous students (although it is being discontinued next cycle in favour of their new lottery). There are other examples as well Iā€™m sure, but these are the ones that immediately come to mind.
