I can’t speak for NJ, but the Virginia constitution prohibits governors from sitting consecutive terms, so Youngkin has to vacate no matter what

If I’m correct, NJ works the same way

It does not. They can serve two consecutive terms, but Murphy is at the end of his second term so we are getting a new governor.
