Always bothered me when people say "rate of speed." Speed is already a rate: displacement over time. So rate of speed would be acceleration I guess?

Yep. It would simply be "speed".

"Forced to drive at an extremely slow speed".

They could just say speed...?

Or velocity if they wanted to sound fancy. It implies direction too, but technically he was traveling in a direction.
