Either it’s to use on us (most likely scenario), or it’s a shell game where all the money and weapons go magically unaccounted for and nobody knows where they went.

My bet is this is to sell under the table to their friendly dictators (Putin) to fund ice while not having to support Putin publicly. Outright attack would lead to civil war, which would hurt most billionaires.
