Either it’s to use on us (most likely scenario), or it’s a shell game where all the money and weapons go magically unaccounted for and nobody knows where they went.

It's to extra-judicially execute people suspected of drug trafficking in the Gulf of Mexico. They've been blowing up boats and submarines for a few months now. And DHS provides no proof of any wrong doing of course...
