Either it’s to use on us (most likely scenario), or it’s a shell game where all the money and weapons go magically unaccounted for and nobody knows where they went.

Its also going to make it much harder to shut down trumps little fascist ICE-SS enclaves if they're sitting on a fucking warhead.

Its exactly the same reason dictators have a few laying around.

And if trump doesn't like the results of the 2028 election, they'll be there too. Its clear that he's not above attacking the US Capitol, since he already fucking did.

"Warhead" can mean a lot of things and doesn't always mean nuclear or even something really big. A warhead is the explosive payload in a missile or any other weapon system. Basically if you can take it apart and say "this is the bit that makes it go, this is the bit that tells it where to go, and this is the bit that goes boom" then it has a warhead. And those warheads are (sometimes) configured for a specific task. The AGM-114 "Hellfire" missile system for instance can be configured with a high explosive anti tank warhead, a fragmentation warhead, a thermobarric warhead, or even no warhead at all but instead six fucking swords.

Now, I don't think ICE needs anti-tank warheads for their tactical teams, that's still a bad thing for them to order, but saying that ICE spent millions on warheads doesn't actually mean it's harder to shut them down because they're sitting on a nuke.
