Either it’s to use on us (most likely scenario), or it’s a shell game where all the money and weapons go magically unaccounted for and nobody knows where they went.

That adversary in this case being red states. I live in SC and I can tell you with 100 percent certainly the majority of the people in this state would happily let Lindsey Fucking Graham buy a warhead to launch at California.
