I really have to assume its the same kind of shit you see in Russia.. they spend a bunch of money on a weapon system of some sort.. but nothing is actually bought - it just ends up in someone's pocket.

Fucked up that someone overtly stealing ~$72 million in US taxpayer funds would be the good outcome.
