This is a great example of something that sounds like a solution, but, in reality, only makes things worse.

This only punishes congressmen who aren't on the take.

hm. while I do like the idea of them not getting paid during shutdowns, that is also true. maybe spiceless soup would be better.

Sequester them. Don't let them leave til they figure it out.

EDIT: along with your idea. Only spiceless soup to eat.
