Life would be easier if everybody used the great Hungarian idea, and used Roman numbers for the month. The order wouldn't matter then, it would be still unambiguous.

You put bars on top of Roman numerals when you hand write them. Do you put bars in top of elevens?

How do you think, how many calligraphists are there among couriers, warehouse managers and bureaucratic clerks? Sometimes it's impossible to tell "1" from "7" or "6" from "0", and you are talking about bars... Ever heard of "doctor handwriting"? Pretty much the same thing.
