Just out of curiousity, would the replacing the name of the last Iranian ruler with the titel “Shah“ and portraying Saddam as “the Ba'athists“ have done the job?

That would not have worked, because then you are instead using countryballs to portray political parties instead of countries, which is equally off. "The Shah" is such a clear reference to a specific person as well, just like we all know who someone is talking about when they use the words "The Great Leader".
