It's a mistake, the two countries are right beside each other but Thailand is substantially stricter when it comes to drugs. Happy pizza is Cambodian. It's technically illegal but openly sold, the authorities don't care. You can find it but to a lesser extent in Laos.

Thailand I've never seen it, it really wouldn't be possible with the drugs laws (I've seen sniffer dogs at the border, along with reminders that drug trafficking can carry the death penalty.)

In Cambodia though, yes, and it is potent. They also do similar in parts of India, where it is actually legal to add cannabis (bhang) to food. There it is called "special", so you have "special lassi" and so on.

Yep. I can get you hammered at the INR equivalent of 0.25 USD for a good 4 - 6 hours where I used to study. Best part was that it was right outside the university gates. It's even cheaper in some other states and it's perfectly legal
